sqlite3 >=1.5 doesn't work on popular rhel-like OS (centos8stream, rhel8)
sqlite3 < 1.5 works fine

Hi, thanks for opening this issue. You're correct, the toolchain used to precompile sqlite3 for arm64 requires the runtime environment have glibc >= 2.29. I'll document this clearly in the README.
