Migrate to Github Actions

This PR implements the following changes:

• Migration away from CircleCI (which we discontinued using earlier this year already) to Github Actions
• Use NPM Trusted Publishing via Github Actions OIDC rather than a static NPM secret (which will be discontinued in about a month)

Marked as draft because Trusted Publishing needs to be configured in NPMJS before this can work.
