Factor out ConsumeTasty into it's own project #8020
Description
The idea is to have a library that users can depend on (instead of the compiler itself). It will be similar to the changes done in #7080 when we created the dotty-staging library. We should probably rename ConsumeTasty to something more meaningful at this point.
