Install polymake jupyter kernel

[mkoeppe]

polymake 3.1 (#22513) includes a Jupyter kernel in resources/jupyter-polymake. (Development at https://github.com/polymake/jupyter-polymake)

We should install it.
There is an install script in the polymake source, in scripts/jupyter.
