Done in sync with rust-netlink/netlink-packet-utils#13. This will have to be merged after the corresponding
netlink-packet-utilsPR.Another thing worth considering is to merge
netlink-packet-utilsintonetlink-packet-coreso that we don't have to unnecessarily split the error enums intoDecodeErrorandCoreError.
