This is for consistency in naming conventions.

  • std::num::Float::NaN() is changed to nan();
  • std::num::Float.is_NaN() is changed to is_nan(); and
  • std::num::strconv::NumStrConv::NaN() is changed to nan().

Fixes #9319.
