Use elapsed wall time spent on codegen_to_LLVM_IR for all CGUs as a

this PR looks good. I don't have an opinion on whether tracking the shared wall time is better than adding the wall time of each CGU 🤔

I think it's what most people looking at -Z time-passes would expect, and it's more consistent with the other entries. I believe all other entries track how long the named pass took in wall time. I also don't really have a strong opinion. This just struck me as more consistent.

We could also maintain consistent meaning of the time in an entry by tracking codegen_to_LLVM_IR for each CGU separately, along the lines of how, I believe, LLVM_module_optimize_function_passes works.
