we use `std::sync::LazyLock` now.

`intrinsic-test`: remove `lazy_static` dependency

Yeah, it is. compiler-builtins actually uses rebases for its own merges (except for josh sync PRs), so it's not present there. But if you take a look at other subtrees (e.g. #145040), the merges are also there. In general, everything from the git history of the subtree has to be here.
