Have we tried to run this one before on the x64 4-core free runners? The ARM runners seem to also ony have four cores, are they really so much faster than x64? |

Change the distcheck job to run on arm instead of x86 to remove the large runner.
aarch64-unknown-linux-gnuis a tier 1 target, so it should be equivalent tox86_64-unknown-linux-gnu.This change was discussed in zulip#t-infra/bootstrap > Speed up distcheck.
