[Tracking Issue] RFC 3599 Reorganize the Compiler Team

This is a tracking issue for the RFC "3599" (rust-lang/rfcs#3599).

Steps:

• Implement the RFC (@davidtwco and @wesleywiser are working on this): Enact compiler team re-org RFC team#1585
• blog.rust-lang.org post: add post announcing compiler team re-org blog.rust-lang.org#1421
• Adjust compiler team documentation as appropriate (Migrate Compiler docs about WGs rust-forge#817, among others)
