running Konflux pipelines on pull-requests is not working for users that are not members of red-hat-data-services github org, I've proposed #570 but konflux builds are also blocked there - possibly due to the original commits were submitted by a non-member person I will close this #514 PR to check if we can unblock #570 konflux builds |

Enabled ppc64le architecture support with Dockerfile changes and added build args TARGETOS and TARGETARCH for multi-platform compatibility.
