provide scrolling page navigation instead of current viewport constrained paging

In other words, load all the content file contents into the page and enable reading by scrolling down. You can can still choose to provide navigation by page number or even skipping down by page.

iBooks always turns or scrolls the page when VoiceOver is reading the page. Replicating this behavior in VoiceOver with page turning is not possible or at least very difficult.

In summary a scrolling view will be much more compatible with screenreaders, such as VoiceOver.
