Even if the gem is installed, spring now only enables in development and test.

This was going to be the Rails 7 spring binstubs before spring was removed from the Rails defaults, so now I'm bringing it to the gem.
This binstub doesn't try to use spring in production, so even if the gem is installed, spring is not activated, which remove the need for us to check if spring is installed or not in development and test.
