Add autograd (framework level) and cupti (system library level) profiling into pytorch-agent.
Make a timestamp when calling StartProfiling and EndProfiling and determine the starting time of the span by (timestamp for start_profiling + ts + dur).
NOTE: Need to update rai-project/pytorch after this, not simultaneously, since there are dependency relations in Gopkg.lock.
