Revisit the term "dispatcher" in our docs / public facing APIs

Especially after we do step 3 (#7747 (comment)), the "dispatcher" word won't have much meaning anymore.

Typcially @register_kernel(dispatcher=...) we should probably use another term like functional or something like that
