We created ModelArgs to replace the original TransformerArgs as the Arg entrance for torchchat model definition, but didn't fully updated because of incomplete ci coverage.
This PR updates torchchat download and serveral other parts to further migrate previous TransformerArgs into ModelArgs, to bring download back, as well as solve some potential issues.
