Update bundled pip to 25.3

Proposal:

ensurepip's bundled version of pip gets updated to the current latest release, 25.3.

Has this already been discussed elsewhere?

This is a minor feature, which does not need previous discussion elsewhere

@pfmoore, Could you please give me piece of a triage advice? Is it correct to close issue before backports have been merged?

To be honest, I don't know. I tend to wait until everything is complete, but that's just a personal approach. I think because the PRs are linked, once they are all merged Github will auto-close the issue anyway.

Do we have such auto-close mechanics activated?
I haven't seen any examples of this.
But that's possibly because lack of experience.
