folium is maintained by volunteers. Can you help make a PR if we want to implement this feature?

The folium library uses web services(WTS), it requires internet connection to work. I will update this if I discover an offline feature.

folium doesn't deliver an offline feature and it's not within scope at the moment.

I'll give some pointers though:

• you can replace the JS and CSS dependencies with local versions of those files
• you could serve tiles from a local webserver
