This PR adds price service related components inside this repo. They are still not wired to each other yet and I want to setup lerna in a separate PR. I need to figure out how lerna works with publishing the packages and how lerna should manage different packages in this repo (because we have plenty!)
Since this is a mostly mechanical PR please review it commit by commit.
