Good catch! Looks like this broke here:

• update-plugin-list: use json, use http caching, use gh action caches #10927

Because that PR uses PEP 604 syntax for types, which was added in Python 3.10, but the CI uses 3.8 for this:

I suppose we can just bump this up to Python 3.10, as we don't really care much where it runs? @RonnyPfannschmidt thoughts?
