Improve CI - Azure Pipelines

As part of improving the CI I'll move over stuff to Azure Pipelines to have all on a single platform, and also generate coverage report (which gets merged for all platforms). This a ticket to indicate progress on this. We'll cover the following tests:

• windows_py37
• windows_py36
• windows_py35
• windows_py34
• windows_py27
• linux_py37
• linux_py36
• linux_py35
• linux_py34
• linux_py27
• linux_pypy3
• linux_pypy
• macOS_py36
• macOS_py27

I've started the operation on upstream master (as Azure Pipeline CI has some difficulties triggering from PRs a new pipeline definition). Azure Pipelines overs Docker support, so, later on, we can add further exotic environments. Will try to finish this before the PyPa sprint in the weekend.

I don't see a virtualenv project at https://dev.azure.com/pypa yet - do you have permission to create one there? Or would you like me to promote you?

Also, have a look at https://github.com/python/cpython/tree/master/.azure-pipelines for my latest approach to structuring a complex definition. There's also a docker example in there, but I think that will be replaced with something "better" at some point.

@gaborbernat You should have access to https://dev.azure.com/pypa/virtualenv now, though there's something weird going on with basic vs. stakeholder users (where "basic" is the more powerful user). Hopefully it's all usable for you, but I'll check it out.

This is now done, to be added later is to integrate coverage report to services (now is inside the CI) and Jython.
