[CI] PyPy flaky on CI with (apparently) unrelated errors

In #4911 I saw a lot of unrelated (TBC) errors, which changed from run to run. For example:

I suspect it is unrelated, but needs investigation. For the time being I allowed PyPy to fail so that the patch could be made available for the community.
