Changelogs named 'docs' are lingering

I see there are some docs changelogs lingering in the changelog.d folder. I could use some help:

• Locating the releases pertinent to those entries.
• Rendering those entries into the appropriate release.
• Write a check that fails if wrong files are added (improve existing check).
• Review the guidance to see if maybe the docs have directed users to do the wrong thing.
• (optional) Add a check or warning in pull requests that would prevent incorrectly named changelog entries.
