Adds a 32-bit (debian) build to travis-ci.

Adds a 32-bit (debian docker) build to travis-ci (Debian calls this "i386", though technically I think it requires at least i586, possible i686 instructions).
Three of the numpy dtype tests currently fail, but PR #619 fixes them (they were basically struct size offset assumptions that didn't hold in x86 on linux).
