devcontainer does not seem to start in vscode

## Describe the Bug

If I load this module in vscode and have it spin up the devcontainer, it never completes.  

## Expected Behavior

devcontainer should start

## Steps to Reproduce

Open in vscode
Say yes to start devcontainer

## Environment

on main

## Additional Context
