Update license abbreviation to FSL-1.1-ALv2

This does not change any license terms.

The only change is to switch to the now-standardized name and abbreviation for the license. Now listed on SPDX: https://spdx.org/licenses/FSL-1.1-ALv2.html

This should hopefully help license scanning tools to detect the license correctly - many do checks against the SPDX license list.
