`shiny create -t dashboard` doesn't include required `penguins.csv` file

Running the app that the following command creates doesn't appear to work since the penguins.csv file isn't written to disk

$ shiny create -t dashboard

@gshotwell here's an improved version of the app that uses {palmerpenguins} to bring in the data. It needs the latest dev version of py-shiny to run

I actually want the template to use a csv file so the user can see the pathlib pattern, and just plug their CSV in there. Let me try to figure out what's going wrong.
