Publisher Command Center: Add one-click integration setup experience

The Usage Metrics Dashboard added one-click setup for the required integration in #128. The Publisher Command Center should have a similar experience. Specifically:

- When no integration is present, the apps displays a button the user can click to set up the required integration and restart the app.
