Allow support for pinecone-plugin-inference >=2.0.0, <4.0.0

Problem

We're planning on bumping the inference plugin to a new major version, and we need to loosen the requirements with a version range to support installing the new plugin.

Solution

Loosen version requirements on pinecone-plugin-inference to allow up to but not including version 4.0.0: pinecone-plugin-inference = ">=2.0.0, <4.0.0"
