User Contributed Notes section title and footer do not follow selected language

The "User Contributed Notes" title at the bottom of each page is hardcoded in English (in web-php) and will not follow the selected language of the manual. The same occurs for its footer and for the Language Selection combo itself (at the top).

It would be nice if these terms could be translated to the language chosen by the user.

One of the complications with this is that the PHP manual is manually translated by volunteers. It is not translated through a third-party API. However, perhaps it can be changed to where the user contributed notes are fed to an API? The translation quality will not be as good as the manual, though.

I didn't mean to translate the notes but the titles, headers and footers ("User Contributed Notes" and "Language selection" for example). They could be part of the translation.

There is already some translation facility in https://github.com/php/phd/tree/master/phpdotnet/phd/data/langs. However, the "User contributes notes" are not there. While I found that in https://github.com/php/phd/blob/master/phpdotnet/phd/Package/PHP/EnhancedCHM.php, I don't think this file is even relevant for the Web docs (although likely for the CHMs we're offering). Ah, they are in https://github.com/php/web-php/blob/0808cca665c93d0e9243f73492cfa307daf6db53/include/shared-manual.inc#L66, so the original ticket for web-php was correct; however, there is no translation facility, but at least would could improve PhD for the CHMs. And maybe later something could be done for web-php as well.

I think we could fairly easily add the same type of translation function for these in web-php that we're using in PhD.

If nobody beats me to it, I'll try to implement this by the end of next week. To make it work as intended, this will need every language repos' translators input.

By the same argument, "Description" just above function signatures should also not be translated, but it is.

And we could change the title to something like "User contributed notes (in English)", and translate that.
