Skip localfs lost+found folders

Description

Skips the lost+found folder when using localfs as a stream.

This PR has:

• been tested to ensure log ingestion and log query works.
• added comments explaining the "why" and the intent of the code wherever would not be obvious for an unfamiliar reader.
• added documentation for new or modified features or behaviors.

This will only fix for one of such situation. I will open a fix for this in few moment.

Basically will have to check for stream.json as these are created for every stream
