Update all yanked dependencies

@liamaharon feel free to ignore if you want to do this together with some other updates, but currently i see some warnings when installing because of yanked deps.

PS: actually doesnt build anymore for me, will have to check later.

Thanks. Took this opportunity to fix pinning the polkadot-sdk versions, and re-generate the lock file. Should fix this and hopefully mean we don't need to put --locked anymore.
