remove cargo check on node-template as it will be done on PR level

Removing cargo check because it will be a part of resulted PR on substrate-*-template.
Few reasons:

• If the cargo check fails here - it has no visibility to owners, if on PR - owners will analyze the problem from there
• it's taking too long from this CI and in success case - it will be run twice here and on PR level, which is redundant
