Use Cython fused types

Is this Cython 0.16? or 0.15.1?

Need to wait for 0.16.1 because of lack of runtime buffer dispatch

Closing as Won't Fix. We'll use C++ templates instead

In fact, we are already using fused types internally in some places :)
