Prepare catalogd repository for monorepo

Create a catalogd migration prep branch and move the contents of the repository into a newly created catalogd directory with the exception of:
- `api` directory
- go.mod
- go.sum
- .gitignore
- Move container image resources (Containerfiles)


** This branch should not be merged into the main branch
