Those flakiness are not related to VisualizationsToolIT itself, they are model undeploy and master key issues. Switch VisualizationsToolIT to use flow agent to reduce flakiness

I would to check whether we have an IT to cover react agent, if there is no i would like to keep it for now as it covers both react agent and visualization tool.
