Move the background subtraction tutorial from the opencv project here.
Keep BackgroundSubtractorMOG and BackgroundSubtractorGMG, because they reside in the contrib module bgsegm. The BackgroundSubtractorMOG2 part is removed since it is already covered in the OpenCV Tutorial on background subtraction.

This pullrequest changes

  • create tutorial folder, and table of content for bgsegm
  • move python tutorial from opencv project there
  • remove ``BackgroundSubtractorMOG2` part
