Move cstringdist module to stringdist.cstringdist

Currently, `pystringdist` is under `stringdist`, but `cstringdist` is a top-level module. This seems like a mistake.

Thanks for making this though, for some reason all the Levenshtein distance implementations I can find seem to be GPL-licensed.
