Move to the foundation CI

@nodejs/build can support us in setting up our own tasks for CI, including a `localtunnel` instance.

Who owns the saucelab account, and what are the keys?

I think we can solve a lot of the current issues we are currently facing.

Are you ok with giving this a try @nodejs/streams? We can disable Travis once we are happy with the result.
