CI: Linting and formatting are not enforced in CI

Will not fail if eslint was able to auto fix all errors and prettier modified some files.

We should probably switch to using https://github.com/netlify/eslint-config-node in the process of fixing this issue and use the same approach as https://github.com/netlify/build/blob/767484cdab831f1e2a23ccde439c93431875c8dc/package.json#L13
