Modules/Module Types edit view missing "Comments" header

### Steps to Reproduce

Add a new Module or Module Type.

### Expected Behavior

In the add/edit view, the comment field should have a "Comments" header just as device/device type have.

### Observed Behavior

No header for the comments field when editing modules/module types.
