Device Page: Panel "Power Utilization" is never shown

Environment

• Python version: 3.6.9
• NetBox version: 2.10.3

Steps to Reproduce

1. Create a device
2. Attach both power ports and power outlets
3. Open the device page

Note: I filed this issue to reopen #5184

Expected Behavior

Be able to see a panel "Power Utilization".
