/static/netbox-light.css not found but used in netbox/templates/500.html

### Steps to Reproduce

Found this when I get 500 Server error and look at HTTP responses in a browser dev window.

### Expected Behavior

`netbox-light.css` should be in the source or used with correct name in `500.html`

### Observed Behavior

404 not found
