Assign IP Address Tab missing; Only Create option exists

Steps to Reproduce

1. Click "+" button for an interface on a given device

2. IP Address Option to "Assign IP" no longer exists since upgrading to 4.0; only the "create" option exists.

Expected Behavior

A tab exists with the option to assign an existing IP address to the interface.

Observed Behavior

"Assign IP" Tab is missing in NetBox 4.0
