  • Use teamcity-messages package to make TeamCity understand test results.
  • Run unit tests in parallel for each Python version to greatly reduce overall CI run-time.

Work around tox not following its docs

`--parallel-no-spinner` is supposed to imply `--parallel`, but apparently,
that's not working for us.
