admin2: "rights" tab incomplete

Describe the bug
the "rights" tab is partially complete

To Reproduce
Steps to reproduce the behavior:

1. Go to 'rights'
2. Click on 'acl matrix'
3. Nothing except "ACL matrix" works

Expected behavior
it should work
