Followup to #974 and resolves CXX-2661. Verified by this patch.
Addresses some miscellaneous EVG validation warnings along the way:
mongocryptdmatrix was attempting to define theuse_mongocryptdEVG expansion where it is not supported by the EVG configuration syntax. Moved the expansion into a new matrix axis where it's definition is supported. Note, this breaks the EVG task history for the given variant (same display name as before, but actually a different matrix spec).
