Resolves CXX-3228 for the releases/v3.11 branch (EVG:
mongo-cxx-driver-v3). See #1344 for more info.Verified by this patch (note the branch=releases/v3.11 in SilkBomb output).
This PR includes the minimal changes required to support regularly executing the SilkBomb 2.0 tasks for all subsequent commits to the releases/v3.11 release branch going forward.
