To workaround ongoing DockerHub rate limit issues:

ERROR: unexpected status from HEAD request to https://registry-1.docker.io/[...]: 429 Too Many Requests

This PR proposes using Amazon ECR Public Gallery images instead where available. Verified by this patch.
