Once you click "List Tools" or "List Prompts", the button greys out and you can't click again

Describe the bug
I am only able to click "List Tools" one time, and the button greys out. This is an issue if my app will selectively give different tools, OR is exposing static resources and adding them to the "list resources" return as the resources are created.

To Reproduce
Steps to reproduce the behavior:

1. Open Inspect
2. Click "List Tools"

Expected behavior
List Tools, etc should be clickable whenever, not just once.

Resources and tools can change, yes. And there is a PR for letting the inspector receive those "list changed" messages. We would need to look into the behavior, but I think if you've listed them, and the server sends a list changed message, we can and should update the displayed list while you are on that pane automatically. So there's likely no need to have the List Tools and List Resources buttons be always enabled.

A server whose tool or resource list changes should send those messages, but maybe it's in development or just doesn't send the update messages. Perhaps having the buttons always on is ok for interacting with half-baked servers?

Hi was revisiting this and it looks like after implementing the PR mentioned above, it should be working as intended (i.e. updating if the server emits a ListChanged notification).

Since this is a developer tool I can see why we might want to do stuff that isn't technically something that should happen with a fully baked server. But I think we also want this to behave more like a reference client and not deviate too much from how clients should get updates in real life.

So I'll go ahead and close this but open to revisit this again based on feedback.
